In any nation, the workforce is a quite sensitive topic. Wealth is generated by the work of people and it is the way money is distributed. Workforce breeds any economy, because workers create wealth for employers by giving added value to raw matter, and in exchange for it, they receive money and they become consumers.

But what is the role of alien workers in any given economy? The best known case is the United States and Mexican illegal workers, which has a clear convenient underground acceptance of the government. Many Americans call it a risky attitude, but no one can deny the role of Hispanics, not only for the U. S. economy, but in also in its culture.

All of this reminds me of the slavery in the old Roman Empire. On one side of the social scale, Romans thinking about Justice, talking about Philosophy and writing laws, meanwhile, on the other side, slaves worked their lands, cattle their animals and paid tributes to Cesar; someone had to work, though!

What about Canada? A country known in the world for its multicultural status, tolerance and open arms for immigrants... which seems a merely wasted marketing phrase. Canadians hate to be compared to Americans, but c’mon are they really so different?

When looking for a job, almost all newcomers -even with legal status-, face up a huge barrier, the Canadian Experience. Everybody knows it is a disguised discriminatory attitude. Perhaps, real Canadians don’t know this –or they pretend not to-, after all, who repeatedly does the “dirty job” –set up the Canadian Experience barrier- are old immigrants or job agencies.

It is outrageous! It seems that some old immigrants enjoy denying a job to a foreigner, arguing the lack of Canadian Experience; others prefer taking advantage, offering unpaid or under paid positions, “to gain Canadian Experience”. People who has gone trough, should act in a more supportive way with new immigrants or perhaps they keep psychological unfinished issues?

The same happens with job agencies. Should we understand “head hunter” as an actual cannibalistic bunch of guys, or maybe they missed the first words of their title: “white Anglo-Saxon Canadian head hunters”. They are losing good chances to make business, because they reject lots of people, arguing the lack of Canadian Experience, instead of doing their job: Aren’t they supposed to supply employers with this outsourced function of selecting the best people for each position. If they don’t do that, who the… is going to assess job seekers, explore their skills and experience, to satisfy the employers’ demand.

It takes us to a paradox: which came first chicken or egg? Newcomers ask themselves: “How can I make Canadian Experience if no Canadian employer wants to hire me?”

The first time I learnt of the Canadian Experience, I felt myself in another dimension. Mexico, where I was born, is commercial partner of Canada and the United States, and has been for more than 10 years. Since 1994, everybody in Mexico was engaged in a process to achieve the economic parameters of these countries, to improve their manufacturing and commercial processes; many universities changed their careers profiles and everything has to be done regarding “globalization” and competitivity.

In the industrial field there are global standards for quality assurance, because many complex products are made of parts built in different countries, and all of them most match and work altogether. If products fit, no matter where are they built, why people who make them, don’t?

“Canadian Experience” describes a place out of the Earth, an isolated territory, where globalization has not arrived yet; a place where things are done in a way that nobody in the world knows.

Globalization should come to Canada, employers and recruiters shall make a “fair play” when hiring people: choose the best person for each position, looking for the best experience and skills. They are not doing a good job for employers, dismissing people because they have not worked before for a Canadian company; do they believe that no other company in the whole world is as good as them? They are giving to their companies a bad image, labeling them as “xenophobic”.

Such practice has negative outcomes for companies, in their productivity and their public image. To job seekers, they appear like “discriminatory employers”, which is contrary to some policies of the government and absolutely not a “global” good practice.

Secondly, companies lose the chance to enrich their organizations with the skills and experience of people from around the world; they should be acquiring all these amount of cultural and human richness from people who has already been screened by immigration authorities.

On third place, this disriminatory practice is reactionary and old-fashioned in a global world. They ignore that long time ago “multicultural” companies have been successful not because they serve multiple marketplaces around the world, but because they hire people from around the world.

Investments and merchandises have no nationality nor recognize borders, all of them are green, like American currency, but people remain in colors: black, yellow, brown or white.

People keep moving across borders, becoming a sort of shadow in many economies, backing up them by the outcome of immigrants’ work, minds, culture, consumption power and tax payments. As Galileo said centuries ago: “and yet it does move”…


XENOFOBIA DETRAS DE LA “EXPERIENCIA CANADIENSE”

El mercado laboral siempre es un tema sensible en cualquier nación, pues es la parte medular de la economía, lo que la nutre y a la vez reditúa; es lo que genera riqueza y la distribuye.

¿Pero qué papel juega en el mercado laboral la mano de obra extranjera? El caso más conocido y tratado es el rol de los mexicanos ilegales en los Estados Unidos, a todas luces una tolerancia política convenenciera, pues aunque dicen que trae consigo muchos riesgos, es innegable que los hispanos soportan un gran peso de la economía más poderosa del planeta.

Tal situación se parece al esclavismo del Imperio Romano: mientras los romanos dedicaban su tiempo a filosofar sobre la justicia, crear leyes perfectas y ampliar sus territorios, los esclavos de las tierras conquistadas labraban las tierras, criaban ganado y tributo al César, para mantenerlos, pues a fin de cuentas alguien tiene que hacerlo.

¿Y Canadá? Por todos lados se presume que el país se distingue, particularmente de la Unión Americana –a quien odian, pero en mucho se semejan-, por su tolerancia, por su multiculturalidad, por su apertura a la migración…

Pero casi todos los inmigrantes –aún los legales- en su búsqueda de trabajo enfrentan el escollo de la Experiencia Canadiense. Algunos reconocen que no es más que discriminación disfrazada. Lo más dramático es que los canadienses auténticos no parecen estar enterados, o disimulan, y quien juega el papel de esbirros o guardianes de las plazas laborales son los mismos inmigrantes con más tiempo acá y las agencias de empleo.

Una total aberración; cómo es posible que aquellos que ya pasaron por eso y lo han superado -¿o quizá no?- se deleiten en usar como pretexto esto de la Experiencia Canadiense, no sólo para negar trabajo, sino para explotar a nuevos inmigrantes.

Es absurdo que las agencias de colocación, algunas que presumen ser “head hunters”, sean las primeras que rechazan gente ampliamente capaz, por no tener referencias canadienses, por no haber trabajado antes en una empresa en este país.

En muchos casos hacen caer en la paradoja de “¿qué fue primero la gallina o el huevo?”, ¿cómo hago Experiencia Canadiense, si ninguna empresa canadiense me quiere contratar?

Al escuchar por primera vez este término, me pareció entrar en otra dimensión. En México, mi país de origen y socio comercial de Canadá y los Estados Unidos, hace más de 10 años que no se habla más que de globalización, de igualar los parámetros profesionales y de producción y servicios con los de estas naciones, y con las de todo el mundo. El ISO 9000 –estándares mundiales de calidad- son algo que se da por descontado.

Por lo tanto, escuchar “Experiencia Canadiense”, me hace pensar en Canadá como una isla, como un territorio alejado del mundo, ajeno a la globalización, donde las cosas se hacen de una manera totalmente distinta a la forma en que se hace en el resto del mundo.

En un mundo globalizado debiera darse un “fair play”, es decir, que se contrate a quien realmente puede aportar algo a una empresa, quien dé resultados y sepa hacer su trabajo. Flaco favor le hacen los departamentos de Recursos Humanos a sus empresas dejándose llevar por esta actitud xenófoba y poco profesional.

Tal actitud trae muchos aspectos negativos para la productividad y la imagen pública de la empresa. Primero, la hace aparecer como discriminatoria, que además va en contra de ciertas políticas nacionales en materia de recursos humanos internacionales.

Segundo, pierde la oportunidad de enriquecerse de las habilidades y experiencia de mucha gente de todo el mundo; pudiendo ser un receptáculo de la riqueza humana y profesional de los inmigrantes de tan diversas latitudes, que además ya han sido filtrados por las autoridades migratorias.

Tercero, su imagen refleja una organización retrograda en un mundo globalizado, que ignora los más esenciales parámetros internacionales; ignoran que por décadas, las empresas antes llamadas “multiculturales” han tenido éxito en mercados mundiales por contar con profesionistas de diversas nacionalidades.

El capital y las mercancías carecen de nacionalidad y no reconocen fronteras, todo es verde, color de USD; pero la gente sigue siendo negra, amarilla, café o blanca. Y como diría Galileo “y sin embargo se mueve”… a través de las fronteras, y se convierten en la “sombra de las economías”, el respaldo que les da un importante sostén, por la aportación de su mano de obra, su “mente de obra”, su cultura, su poder de consumo y su pago de impuestos.
