PROPAGANDA WAR… TOWARDS A CONSERVATIVE GOVERNMENT

Canada will elect a new government today.

Propaganda weapons have shocked the public opinion. Topics touched in the debates and in the last spots in radio and TV crossed over unexpected trenches, no wondering moral values, tax cutting, corruption scandals, revoking of recent laws (e.g. regarding same sex marriage), the proposal of putting soldiers in the streets to fight gun violence and a unconditional support to the United States military advances abroad.

Opinion polls presented in mass media have changed dramatically their results in the past few days, moving forward a tie between Liberals and Tories, towards a definite triumph of the Conservative Party and his leader, Stephen Harper.

By the end of Christmas season, approaching the Election Day, propaganda campaigns increased their presence in mass media, aggressive arguments were offered to the public opinion. Direct accusations between the strongest contenders were the dominant topic in the spots.

On one side, the Liberal leader, Paul Martin, who was accused of unfulfilling his past campaign promises and tolerating corruption in his administration; a high stake took the Gomery case.

On the other hand, Harper, who was pointed as a subordinate of the United States Government interests, almost outlined as an intolerant dictator, warlike people, decided to fill up with soldiers the streets of Toronto and other main cities in Canada to subjugate the delinquency; insensitive to the needs of minorities, and actually looking forward a tax rising.

Regardless what polls say, during the debates among the leaders, carried on in the main cities of Canada, both in English and French, the image of Paul Martin seemed stronger than the other ones; Gilles Duceppe, leader of the Bloc Quebecois, achieved an interesting position among the audience; Jack Layton was hand tied, being the strongest small party, it can not afford to disregard an eventual alliance with one of the main parties.

Who cares about the platforms?

In theory, democracy is the political scheme where people elects their rulers, according to the different proposals and plans to govern, ideas that are located within the called “political platforms”; each of which belongs to a particular ideological current, and they are important because under those ideals and values, the new ruler will guide his acts of government.

Not a big surprise, actually, that few people knows these “platforms”. The truth is that citizens are captivated by candidates not by his logical ideas or proposals, but accordingly to how do people feel about them. Emotions are more effective to gain votes, rather than good proposals, that is what perception is all about.

It is the handcraft of political marketing, to create the image of a character, which often got nothing to do with the real thing.

That is why the storm of TV spots presents only a face, followed by accusations, outlining black and white characters, angels or demons, not human beings. Discredit and disqualify the opponent, this is the strategy; politicians and war strategist believe that attacking is the best defense.

Since the Ancient Rome, the political speeches can be of two kinds: one is called the logical discourse, arguing reasons and plain information, numbers and facts. The other one, the emotional discourse, makes use of adjectives, appealing to feelings, directed to the senses, drawing emotional scenes or touching characters or evil villains.

The weapons in this propaganda war are assorted, from mounting scenarios in the visits to different cities, bombing audiences with images and slogans through mass media, filling up mailboxes and yards with banners and pamphlets; even the manipulation and spread of gossips among apparently objective reporters and political analysts, and obviously, manipulating polls.

Usually, people goes for the winner, maybe that is why minority parties are damned to be small forever; voters don’t want to waste a ballot in a party that “for sure” will never win an election.

Is it true that just in few weeks, Harper surpassed Martin in the preferences of Canadians? Opinion polls and surveys are just a glimpse of a huge and often complex universe, it is never the whole thing, even though it tends to be representative. Not to mention a large group of undecided voters, that can change the results in a close race between two strong parties.

Talking about lies and corruption, mass media paid such a little attention to a couple of situations in both sides: One member of the Liberal party, running for a local position, was in the middle of a legal process, so he had to quit. A candidate of the Conservatives was denounced by an opponent from a smaller party to whom he offered a good deal of money and a good job if he quitted in to his favor.

If man were angels –as barristers like to say-, laws would not be necessary… In the world of politics, it’s not that everybody are demons, but for sure no one is free of guilt to “throw the first stone”…

GUERRA PROPAGANDISTICA… HACIA UN GOBIERNO CONSERVADOR

Hoy Canadá elegirá a su nuevo gobierno, las “armas” propagandísticas han sacudido a la opinión pública. Los temas del debate han cruzado las trincheras de los valores morales, el recorte de impuestos, los escándalos de corrupción, la derogación de leyes (como el matrimonio homosexual), la presencia de soldados en las calles de las principales ciudades para combatir la delincuencia y el apoyo incondicional al intervencionismo militar de los Estados Unidos.

Las encuestas presentadas en los medios masivos han dado un giro espectacular en los últimos días, pasando de un “empate técnico” entre conservadores y liberales, hacia el triunfo virtual del conservador Stephen Harper.

Al terminar la época navideña, es decir al acercarse la fecha de las votaciones, las campañas propagandísticas en medios masivos arreciaron de manera espectacular, no sólo en su frecuencia, sino en su tono y su contenido. Predominó el ataque directo y la descalificación de los dos principales contendientes.

De un lado, el liberal Paul Martin, a quien acusaron de incumplir sus promesas al ejercer el poder y de auspiciar la corrupción (escándalo de desvío de recursos, caso Gomery).

Por el otro, Harper, señalado como un súbdito de los intereses del gobierno de los Estados Unidos, casi perfilado como un dictador intolerante, belicoso, decidido a inundar de soldados las calles de Toronto y otras ciudades para combatir el crimen, insensible a las necesidades de las minorías y dispuesto a elevar impuestos.

A pesar de lo que dicen las encuestas, los debates que sostuvieron los llamados “líderes” en ciudades claves, tanto en inglés como en francés, parecían haber hecho repuntar la imagen de Paul Martin, así como un interesante posicionamiento en la opinión pública del líder del Bloque Quebequense, Gilles Duceppe; mientras que Jack Layton quedó atado de manos, pues al ser el partido minoritario más fuerte, viene a ser el “comodín” de los arreglos políticos parlamentarios, y sus ataques a los dos principales contrincantes, en una carrera tan cerrada, podían comprometerlo más allá de lo conveniente.

¿Alguien ha preguntado por las plataformas?

En teoría, dentro de la democracia, el pueblo elige a sus gobernantes de acuerdo a sus propuestas y planes de gobierno, que se plasman en las llamadas “plataformas políticas”, que identifican a cada partido con una corriente ideológica y que constituirán la guía maestra para su gobierno.

No es sorpresivo que en los hechos, nadie conozca dichas plataformas. La realidad es que lo que mueve al electorado a favor de un candidato tiene que ver con la percepción, con las emociones que el público tiene acerca de cada líder, más que con sus propuestas, y claro lo viables que éstas sean.

Ese es el trabajo de la mercadotecnia política, crear la imagen de un personaje, que muchas veces no tiene nada que ver con la realidad.

Por eso, la intensa lluvia de spots en televisión desprestigiando a Harper y a Martin, respectivamente, donde lo único que aparece son sus rostros.

Aunque desde las épocas de la antigua Roma, existe el manejo de discursos políticos con dos grandes vertientes: una, argumentando razones y ofreciendo datos, números, hechos; la otra, es apelar a las emociones, utilizando adjetivos y dibujando escenas o personajes conmovedores o villanos abominables.

Las armas y estrategias de estas guerras de propaganda electoral son variadas, desde montar escenarios en los recorridos, bombardeos de imágenes y frases en los medios masivos, rellenar de panfletos los buzones de los votantes; hasta la manipulación de hechos, rumores, análisis periodísticos y, claro, de encuestas.

Los estrategas de la imagen pública saben que normalmente la gente le apuesta al ganador, por eso los partidos minoritarios estarán sentenciados a serlo toda la vida; los votantes no quieren “desperdiciar” su voto en alguien que no va a juntar los sufragios suficientes.

¿Será verdad que Harper avanzó dramáticamente en dos semanas a Martin? Las encuestas y sondeos de opinión, son sólo una “probadita” de un gran banquete, no alcanzan a cubrir todo el universo de votantes; por no mencionar el grupo de indecisos, que pueden inclinar la balanza cuando hay una carrera muy cerrada.

Y hablando de mentiras y corrupción, poco se mencionó en los medios masivos las dos vergonzosas historias de un candidato liberal que tuvo que abandonar la contienda por estar sujeto a un proceso judicial; así como el caso de un candidato conservador que también fue obligado a dejar la campaña porque quiso comprar con promesas poíticas a otro contrincante directo de un partido más pequeño.

Dice un refrán famoso entre abogados, “si los hombres fueran ángeles”, no habría necesidad de leyes… En el mundo de la política, no es que abunden los “demonios”, pero que se atreva a tirar la primera piedra aquel candidato que “esté libre de culpa”.
